Prinsipper for NordForsks ekspertvurdering
Kompetanse
Ekspertene skal ha riktig og adekvat kompetanse i samsvar med temaet og målsetningene for programmet
Objektivitet og likebehandling
Alle evalueringer skal utføres på samme måte og være basert på søknadens kvalitet. For å unngå interessekonflikt og inhabilitet, skal alle evalueringen være basert på tydelige kvalitetskriterier og formaliserte prosesser.
Etiske hensyn
Ekspertene skal ikke foreta noen formell etisk evaluering, men skal ta hensyn til hvordan søkeren diskuterer forskningen og formulerer forskningsspørsmålet med hensyn til god forskningsskikk.
Åpenhet og transparens
Vurderingen må være basert på regler og retningslinjer som er satt på forhånd og er offentlig kjent
Effektivtet
De totale ressursene som brukes i søknaden og vurderingen, både når det gjelder brukt tid og kostnad, skal minimeres for alle involverte, det vil si søkere, fageksperter og NordForsks administrasjon, med tanke på å opprettholde kvalitet, objektivitet, åpenhet og hensiktsmessighet.
Inhabilitet
Ekspertene kan ikke være involvert i søknadene eller ha et nært forhold med søkerne (se NordForsk Retningslinjer om upartiskhed)
Panelets kjønnssammensetning må være i tråd med NordForsks kjønspolitikk.
Peer review-prosessen skal tilpasses utlysningen og forskningsområdet, og skal være proporsjonal med størrelsen og kompleksiteten på utlysningen. NordForsk bruker hovedsaklig ekspertpaneler, da dette er en effektiv og pålitelig metode for behandling av søknader. Ideelt sett bør panelene settes sammen slik at det for hver søknad er minst en person med spesialkompetanse på søknaden blant panelet. Hvis dette ikke er mulig, kan det brukes enkeltstående eksperter i tillegg til panelet.
